Procedures and Fees for Application for PEP in Singapore
The Personalised Employment Pass (PEP) visa was introduced to provide job flexibility for middle and senior foreign executives working in Singapore. Holders of this Personalised Employment Pass are entitled to stay in Singapore for up to 6 months in between jobs while seeking for new employment opportunities. In addition, foreign executives with years of working experience are entitled to apply for this visa without first securing a job in Singapore. This Personalised Employment Pass visa is awarded based on the individual applicants’ merits.

2. Our Services
Our fee list above for each type of visa/pass covers the following services:
(1) Assistance in completing the self-assessment tools with MOM
(2) Pre-application information and advice on Work Pass
(3) Filing of PEP/DP/LTVP application
(4) Tracking Work Pass application status while under processing
(5) Liaise with Direct MOM officer in charge when necessary
(6) Responding to MOM’s request for additional information as necessary
(7) Arranging for issuance of visa/pass upon in-principle approval
(8) Filing of maximum of 2 appeals within 3 months from the date of rejection as per MOM’s guideline in case of rejection of Work Pass application
The Personalised Employment Pass (PEP) visa is equivalent to a P1 Employment Pass category but with the following benefits:
(1) The Personalised Employment Pass is valid for up to 3 years and the holders are not tied to any single one employer;
(2) The Personalised Employment Pass holders do not have to cancel and re-apply for a new visa each time they change their jobs;
(3) The Personalised Employment Pass holders can take on employment in any sector or industry;
(4) Holders of this Personalised Employment Pass are permitted to stay in Singapore for a period of six months even without a job so as to allow them to evaluate employment or work opportunities.
The PEP is considered a self-sponsored work visa as one does not require a Singapore company sponsor to apply for this visa. Therefore, the PEP is suitable to those who have not obtained a job offer in Singapore and are willing to find suitable employment in Singapore.
(1) The holder of PEP is not allowed to his own business or engage in any entrepreneurial activities. It means that the holder of a PEP is not allowed to be shareholder and/or sole director of a Singapore company. Foreigners who intend to start a business in Singapore or act as director of a Singapore company should apply for an Employment pass.
(2) The PEP is valid for 3 years and it is not renewable. If the holder of a PEP intends to continue his stay in Singapore after the expiry of the PEP, he should apply for Singapore Permanent Resident or apply for an Employment Pass before the expiry of his PEP.
(3) Though holder of an PEP is not required to apply for a new pass every time that he changes his employment, he is still required to notify MOM when switching jobs. The notification must be sent within seven days of the change in employment by submitting a Notification Form. Current and previous employers are also required to send a notification to MOM by submitting an Employer Notification Form.
(4) The Personalised Employment Pass (PEP) only allows its holder to stay up to a maximum period of 6 continuous months without a job in Singapore. If the holder is unable to find suitable employment within this 6 month period then his PEP will be cancelled.
5. Eligibility
Foreigners who satisfy the any one of the following requirements are eligible for PEP:
(1) Foreign executives currently working overseas with last drawn monthly income of at least SGD18,000
(2) Current P1 Employment Pass holders with a fixed monthly income of SGD12,000
6. Documents Required for PEP Application
The MOM requires photocopies of the following documents to be submitted along with the duly completed application form when an PEP application is submitted:
(1) Copy of Highest education certificates
(2) Copy of passport of the applicant (only the page showing the particulars);
(3) Copy of salary slips for the latest 3 months
(3) Copy of latest employment contract/letter
7. PEP Application Procedures
Below are the procedures for Personalised Employment Pass (PEP) application:
(1) Application form to be completed by applicants to indicate personal particulars and previous work experience and provide the following information
(2) Submit the application to MOM and the Processing Time is 5 weeks.
(3) Upon approval, An In-Principle Approval letter will be mailed to the applicant’s Singapore address
(4) You can visit Singapore for the collection of the work pass
8. Permanent Residency
PEP holders are eligible to apply for permanent residency in Singapore through the Professional, Technical Personnel & Skilled Workers (PTS) scheme. But it is advisable to wait for at least six months before making the application so that you can furnish the required proof of receipt of salary for at least six months.
